Detective Billy Rosewood is an old friend of Axel Foley in the Beverly Hills Police Department. Earlier, he left the police force after attempting to expose corrupt Captain Grant.
The story begins with Jane, Axel Foley’s daughter, taking on a case involving a man named Enriquez.
The police accuse Enriquez, who claims himself innocent, of killing an undercover officer, Copeland.
Jane and Billy Rosewood are the only ones who believe Enriquez’s story. Therefore, Rosewood decided to find the evidence to prove Enriquez’s innocence and Grant’s guilt.

During the investigation, Billy retrieves the SD card from Copeland’s car, which is crucial evidence confirming Enriquez’s story and helps him solve the case.
However, Rosewood, along with the solid-proof SD card, goes missing.
The cartel, who wanted to prevent their secrets from being exposed, abducts Rosewood and tortures him to reveal the card’s location.
Luckily, Axel Foley and Bobby eventually rescue him from a warehouse, and together, they take down the cartel members.
Then, Rosewood reveals where he hid the SD card inside the knife’s hilt. The hiding place was so clever that even Grant’s men couldn’t find it despite their efforts.
Despite the worse circumstances, Enriquez’s case is resolved. Additionally, the corruption orchestrated by Captain Grant is exposed.
Rosewood’s key role in the movie sets him as the primary character around whom Enriquez’s fate revolves.
Moreover, the movie opens the door for potential storylines in a fifth installment, including Axel’s retirement and life outside the force.
